Iphone 4 problems

But you have to understand you're dealing with an iPhone which was released in 2010, 14 years ago, and is now so old it is not just obsolete, it is vintage. I'm not sure you can get cellular service on the phone and its iOS is so out of date that most modern applications, won't even run on such an old iPhone. Apple won't likely offer much help to you on such an ancient phone at this point.

Sorry. If you didn't back the photos up anywhere and you can't get into the phone, you're not likely going to be able to get the photos off the phone at this point.
