Where are you located? To find out if you can order the Arabic keyboard, you need to go to the Apple online store in your country and pretend you are buying a machine and see if Arabic is offered. If not, you will have to travel to a country where Apple does offer it or buy from a non-Apple source. Apple stores do not sell outside their own country.

As for returning what you have now, you need to contact the place where you bought it. Nobody in these forums represents Apple Sales or any store.

Of course you can make any hardware keyboard behave like an Arabic one by just changing some settings:

I am assuming you need a physical Arabic keyboard on your MacBook Pro. In that case, if it's still within the return window, return it and get another one, and this time when ordering it, under the keyboard languages tab toward the bottom of the ordering page, select the Arabic keyboard option and order that one. hope this helps.
