Carrier lock means that the phone can only get service from one particular phone company (carrier). If you try to use a SIM card or an eSIM from any other phone company, you'll get some sort of error message saying that you are not allowed to do that. When cell phones first came out, the phone companies would often bury the real cost of the hardware in monthly service bills, to make it less noticeable. The lock-in was to make sure that you stayed with them long enough to pay for the phone hardware … and after that, if you happened to be unable to switch to their competitors, so much the better! (For them, anyway.)

I don't know if you bought your current phone with a carrier subsidy or installment plan that you're still paying off, but unless there's something like that, your carrier would probably happy to help you transfer your plan and your phone number to a new iPhone.

Depending on the types of SIMs the phones in question take, you might need a new SIM. I believe that the iPhone 8 takes a nano-SIM. The Canadian version of the iPhone 15 might, too – you may want to double-check that. The U.S. version of the iPhone 15 only accepts electronic SIMs – eSIMs, so if you were replacing an iPhone 8 with a 15 in the U.S., your carrier would need to provide you with an eSIM to install on your new phone.

Check with your carrier as to what steps you'd need to take. I'm sure they'll be happy to tell you. It might not be anything much more involved than transferring the nano-SIM card between iPhones.

I don't know how it works on the Canadian Apple Store site – but on the U.S. Apple Store site, any phone that you buy will be unlocked unless you buy it with financing from certain carriers (like AT&T). If you just pay Apple, and don't involve the carriers, then your phone will be unlocked, and should not be locked even after you sign up for service with a carrier.

You should be able to find the answers to questions about "locked vs unlocked" on the Canadian Apple Store site itself; or get those answers from Apple Store staff if you visit a retail Apple Store in person.

I believe that in the U.S., phones you buy directly from Apple are unlocked – unless you finance them using one of the carrier financing plans. Then they may be locked to that particular carrier (I'm pretty sure they are with AT&T).

Phones bought at other retail outlets might be carrier-locked from the start … or might become locked to the first carrier you use them with.

I would suggest checking carefully with any place where you are considering buying a phone so that you don't end up getting a carrier-locked phone if what you wanted was an unlocked one.

If your phone is not carrier-locked, then you can use your phone with any company that offers service for it.

If your phone is carrier-locked, then you will only be able to go with plans from that carrier, unless you can convince them to release the lock. (Which you might not be able to do.)
