files from Documents on MacBook Pro (M1) stopped being saved on icloud

THE PROBLEM: Recently, my files have stopped being saved to icloud. In the file status, I see the cloud symbol with exclamation mark inside. I don't know why the files are not uploading to icloud.

My laptop: Apple M1 Pro

software updates: all up-to-date

icloud storage status: 3.4 GB out of 5 used

syncing status: Documents and programs are syncing according to System Settings

MacBook Pro 16″, macOS 14.2

This is additional information about my problem: The icloud "pie" symbol indicates its uploading but it never finishes.
