There is an option in Settings > Home Screen & App Library that controls where apps are downloaded ("Add to Home Screen" or "App Library Only."

If it is set to App Library Only, they don't appear on the Home Screen.

To display apps that are only in the App Library on the Home Screen, go to the App Library (swipe left past your last Home Screen). From there you can touch and hold an app and slide it to the Home Screen.
