I want to create a new Apple ID

Hi Team,

I want to create a new Apple ID *** as in my old Apple ID *** I have a cash-in Apple ID which I can't transfer to any account due to that I could not add a new region to my profile. I have recently relocated to the US from India.

Please help me with two things

1) How to transfer the Apple ID amount to another account

2) How to create a new Apple ID with the existing or a new email ID, which throws an error that " The Apple ID cannot be created at the moment and try later" - I get this error all the time.
