No Sim Restrictions means you can use a sim card from any carrier. Are you saying you want to make it so the iPhone is restricted or locked to a single carrier?
That is not possible, you cannot yourself lock an iPhone to a single carrier.
If you mean you want to unlock it, so it can be used with multiple carries, then "No SIM restrictions" means its already unlocked.
