I have a family member in prison. Each time he calls from the inmate's phone, my phone does not ring. It goes to voicemail. It does not even show it trying to connect. coincidentally I cannot call back because it is from a phone on the yard that is only set up for outgoing calls.
I have added the phone number to my contacts, but their system uses numerous phone numbers for the phones that call out.

Voicemail is also handled by the cell provider. Your phone just communicates with your cell provider to retrieve the voicemails. They are not actually being recorded on your device. Are you able to have them call a different cell number from the same provider to see if the results are the same?
Sounds like it is blocked from your cell provider.

Mac Jim ID is right. If the call never rings on the phone and doesn't show in Recents, it's never making it to the phone at all. That means it's a carrier issue.
