How do you set up iphone14 max to vibrate on incoming calls?

Settings > Sounds & Haptics > Haptics > Always Play or Play in Silent Mode depending on which you want.
Toput the phone in silent mode, use the switch on the left side of the phone. See the following from Adjust the volume on iPhone – Apple Support (UK)
To put iPhone in Silent mode 
, set the Ring/Silent switch (depending on your model) so that the switch shows orange. To turn off Silent mode, set the switch back.
