How do I authorize Shortcuts to delete Reminders?

I created a shortcut to delete all Completed Reminders older than 1/1/23. When I run the shortcut, I get a message saying that the deletion of xxxx reminders is not allowed. The message says that I can change this restriction in Settings.

I added the Shortcuts app to Full Disk Access, but that did not fix it.

I see a Privacy & Security section with a Reminders subsection, but can't figure out how to add the Shortcut app there.

Where in Settings do I allow the deletion of Completed Reminders?
