My wallet won’t let me set up a card. I used it before. I want to set up my new card. My location is set to United Kingdom

I’m in the UK so the service should be available to me. My phone says UK too. I had a previous card and I was making payments but I had to get a new card so I removed that card and when I clock on add card it keeps saying “ To add cards, keys, tickets and passes to Wallet, look for the Add to Wallet button in apps, emails and websites.” I restarted the phone thinkjng it’s a glitch. It did nothing
