moving folders to new external hard drive

My old external hard drive became read-only, so I bought a new one. Reformatted it to work with my Macbook. It seems to work all right with Time Machine, I can't seem to transfer anything from the old drive, not even when I copy folders/files to my Macbook first. The format for my Mac hard drive is listed as APFS. The external drive format is APFS (case-sensitive, Encrypted). Is there a solution for this?

Did you try running First Aid on your old failing drive—

Disk Utility only reads the Directory area of the drive, and checks it for self-consistency. It does not read any data area blocks.

Disk Utility.app> run the First Aid

If errors are found and repaired, run again until no errors reported.
