Can’t download an app.

Most apps on the App Store contain:

• Free Trial - you will be charged if not cancelled 24 hours before the trial ends.
• In-App Purchases - options provided by the developer for additional purchases
• Subscription

You may need a payment method even for free apps as described here:

As for problems with your payment method, you will want to contact Apple directly:
