Sounds like you screen is slightly zoomed in. Try holding the Control key and scrolling out.

If you want to disable screen zoom, go to Apple > System Preferences > Accessibility > Zoom and uncheck "Use scroll gesture with modifier keys to zoom"

If you do not want to completely disable Control zoom and use zoom without the screen moving, click Advanced > Appearance and select "Only when the pointer reaches the edge"

You many have enabled zoom in some manner and that will move the screen along with the mouse. Check the System/Zoom settings pane to see if any form of zoom has been enabled.

As you can see I use the option to hold down the Control key and zoom with the mouse due to failing eyesight. It helps a great deal but only if you need it.
