Unable to permanently delete "Previously Relocated Items" from trash on MacBook Pro

After migrating from my 2015 MacBook pro to my new MacBook pro there is a previously relocated items folder in my trash the refuses to be deleted. The folders inside don't appear to contain anything at all, and are more than 5 years old based on get info. How do I get rid of this so I don't have to keep having an extra pop up window when i try and empty trash?
