I'm getting bills from Ipax.pw billing but I can't find out what they are about.

From my reading of the web site it appears to be some iOS app signing service which is what a developer would need. I believe there are changes afoot in how iOS apps are signed. I suggest you ask Apple about this.

Hi me too. Two times now. You have not downloaded something called flek store or something similar have you? Gives accesss to loads of third party stuff.

If you mean your Apple Account payment method, you may find that results in more troubles if Apple tries to charge that card and finds it cannot. Blocking a card is often the last solution you want to have to do.
