2 Iphones with 2 different numbers

I have 2 iphones with 2 different numbers.(1 MTN the other Vodacom.) Somehow I cannot verify my Vodacom number on whatsapp. It has been a week now and it keeps on saying "Cannot send sms to your number" or "Cannot phone your number." I have only one Apple ID account for both phones.
