Automatic & Manual Unzip of Google Photos Download Changes Dates

With MacOS 14.2.1 and Safari 17.2.1 when I choose photos from Google Photos website to download, it creates a zip file that goes to my Safari download location. When the preference is open safe files, it unzips the zip file automatically. In the created folder, the photos all have the same Create and Modified Date of 1/1/1980. If I disable the open safe files preferences, the zip file is downloaded but when I click on the file, it again creates a folder with the photos but the Create and Modified Dates are changed to the download date. It used the Unarchiver Utility as the default opener.

I expected that the photos would have the original Create and Modified Dates. What's going on and how do I fix it?

You are just looking at the file dates which are not so important and usually change when moving files around. The correct original internal metadata dates are there. It is possible to copy the internal metadata dates to the file dates with apps like GraphicConverter, A Better Finder Rename, exiftool etc.
