FCPX 10.7.1 Unable to load Custom Camera LUTs

I'm running latest OSX 14.3.1 and latest FCPX 10.7.1 on latest MBP w/ M3 chip. FCPX isn't able to load custom luts via the clip Inspector. I also noticed that my saved effect presets aren't saving/listing in the effects pane either. I'm wondering if anyone else has run into this, or know if it's a 'sandbox' issue of some sort related to drive permissions for certain directories. Very weird. Thoughts on what to do? to answer a possible follow-up question, I'm going to Add Custom Camera LUT in the inspector pane, and selecting the normal .cube file I go to, but it's just not 'applying' or committing the LUT into the inspector. It retains the standard default camera LUT. It will honor changes to any built-in LUTs or 'None' so I view LOG, but it won't effectively load external custom LUTs or list folders when I add a folder of LUTs. I've tried giving FCPX all-drive write-access in System Settings > Privacy & Security, Files & Folders. I've tried resetting PRAM, re-installed FCPX, and restart.
