iPhone made for Canada have one physical Sim and one eSim on iPhone 14 models. They would not have two physical Sim capability. When you say Waterpack, if you are suggesting it came plastic wrapped, that is another telltale sign it's not an authentic Apple device. iPhone 14 model phones came packaged in a box, which was most definitely NOT plastic wrapped and on the underside of the box are two strips of paper, which you remove to open the box.

Where did you get it? The LL/A models are for the US market, they do not have SIM slots at all. Models that take 2 Physical SIMS are sold in China/HongKong/Macau as noted above.

Sounds like what you have either isn’t an actual iPhone or is a Frankenphone.

Any iPhone which has a dual physical sim card tray was manufactured for China, Hong Kong or Macau markets.

No. It is not a phone made for Canada.

I strongly suspect that what you have in your hand is not, in fact, and iPhone.
