Apple Credit & Balance

I have a problem with my Apple Credit & Balance, when I open App Store in my account it shows me that I have 5.57$ as Credit, but when I click to check my Account Settings it shows me that I have 35.92$ as Account balance & i can't use it in the store! What is the difference? I tried to log out & sign in again but it's the same.
