On my Iphone 13, NFC stopped working for reading Yubikey or other NFC tags like the NFC in AirTags, but Apple Pay continues to work. I belief the issue started after updating to iOS 17.3.1.

Hi 👋 I tried everything for the last couple of days and I finally got it working again for me. As you said, nfc stopped working but was still working for Apple Pay, it was also working for shortcuts automation but other third party apps like Leap Card Top Up (in Ireland) and other apps to read nfc tags I’ve found in Apple Apps couldn’t read my nfc cards. The one thing I had other unrelated problems in the past causing some apps not to work properly was having VPN enabled/active. Then I’ve checked and a VPN app I have was ON and I was connected to a VPN. So… I disconnected from VPN and it worked! I hope it does the trick for you too 🤞

As it wasn’t explicitly stated … did you perform a complete Power-Off & Restart cycle after installing the most recent update?
Just a data point:
My own iPhone 14 - running 17.3.1 - is still reading my own Yubikey 5 keys and AirTags via NFC as before.
I encounter the same problem with my iPhone 12 and iOS 17.3.1...
