I need to change my voicemail password because the password I was using no longer works. But when I enter a new 4-to-7-digit password I keep getting "voicemail unavailable". So, how do I change my voicemail password on my iPhone 8 plus?

Contact your cellphone provider and ask them to reset it for you.
