iPhone XR silencing daytime calls

iPhone XR iOS 17.3.1

I HAVE BEEN USING FOCUS BEDTIME, AND SET DND FOR BASIC GRAVEYARD SHIFT HOURS, 11-7 adjusting slightly occasionally. My iPhone has been silencing calls and sending them direct to voicemail routinely during the day. I have missed calls from my eye doctor with needed information prior to cataract surgery, and from the pharmacy regarding medication I need to take beforehand. There's no good explanation for this I know of, and the simplest thing for me to do right now would be simply turn off do not disturb- but that's not an option.

Focus/sleep/bedtime is causing me much more trouble than it is worth, and it's serious.

If this is not a bug, please tell me the simple fix. Thank you.

Perhaps to try and use portal from Apple Support direct from either shown

in these ASC pages, to contact 'Apple Support'; as those seem to provide

opportunity to avoid this forum, and seek a direct contact with Apple?

I have surrendered and now allowed the phone and messages apps, and turned off schedule in focus/sleep. I'm assuming this should effectively be the same as turning off do not disturb. I'd still be curious if someone can explain to me how this is or is not a bug^

Even the above has not worked. I have received calls from people in my contact list, and they go straight to voicemail. On my end the phone continues to ring even as they are leaving a voicemail message for me.

I do have an Apple Watch SE and sometimes I am able to answer the call using the watch (apologies for admitting that before).

I would like to see this addressed, thx.
