I don’t not believe Apple Gift Cards are available in Romania. However, this could have changed. Apple Gift Cards are country specific and an Apple Gift purchased in another country or region will not work in the Romanian Apple Store.
There is no such thing as an Apple Bank Card. If you have funds in a bank in Romania, they can wire transfer the funds to your bank in Canada.
