Watch won't stop charging at 80%

I've been googling for months. Every time I ask this question all the hits are how to charge to 100%. I don't want to charge my Apple Watch Ultra 2 to 100%!!!!! I have it set to stop at 80%. It always ignores that setting and blows right past it. I rarely use more than 25% in a day and never more than 35%. It's set to stop at 80% in the watch's settings. That setting works perfectly on my phone, but not once has it worked on the watch.

PS: I keep both devices up to date. Significant locations is turned on in the settings.
