Vibrating notifications stopped working reliably on my Watch and my iPhone

I want both my Watch and iPhone to vibrate when I get notifications from my messaging apps. iMessage, Viber, WhatsApp etc.

Now they occur totally randomly and unreliably. One message right after another on Viper, one vibrates, one doesn't.

This has worked perfectly and reliably for years. I don't even remember how it was setup to make it work right. It just randomly broke itself in the last couple of weeks. I never want auditory alerts and always just vibrate on both my watch and my phone. It might have been the iOS 17.3.1 update that broke it.
