Apple ID account recovery wait time

For the apple ID account recovery, I recently got a new phone but I forgot the old phone number as we don't use it anymore, when I finally got it , I pressed continue and it "says cannot verify identity, and that I entered wrong number too many times. Please try again later." I was just wondering how long is the wait and if it can be sped up.
