Someone got my phone and sent money to someone I need my money back

You do not. When sending Apple Cash to another person and they have already accepted it, you will no longer have the option to cancel the transaction. Apple recommends asking the person to send it back.

It seems the problem is that you have given out your passcode. If you are comfortable taking responsibility for another person to use your device, then it is not a problem. By giving them your passcode, you have also authorized any transaction they make. If that is not something you want to do, then change your passcode immediately.

Your "friend" could not log on to your phone unless you gave them the passcode. Change it and don't give it out to anyone.

Seems that your "friend" should not be a friend. Have him/her pay you back before you decide to keep them as a "friend".

Tell your "friend" to pay you back.
