Black tool bar on safari

I did not change any settings on my iphone, but suddenly my toolbar, when I open up Safari, has turned black with white writing. A notice about privacy screening is on the page every time I open it. All of my regular aps are moved way down the screen. Has anybody else had this issue? if so, how did you fix it? My phone is NOT in dark mode.
