Get in contact with original owner I’ve purchased a second hand iPhone 12 Pro Max and it’s locked by owner I can’t contact the person that sold it to me as they’ve blocked me and I’m unsure how to contact the original owner to take this lock off

No. This is a user to user support forum. We cannot help you. Neither will Apple. The article What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support covers what the previous owner should have done if it was a legitimate second hand transfer.
