I'm running Ventura 13.6.4 on a 2018 Mac Mini.
I have the Tips app in [MacHD]/System/Library/CoreServices
When I double-click on it, the app starts to open, then immediately fails.
Is this a known bug?
Is there any remedy?

I had a chat with someone at Apple Support - clueless and probably reading from a script.
I suspect that Tips, even though it is classified as a Universal App, is not meant to be launched by a user.
As you said earlier, one can access Tips from the Finder Help menu, so I guess that is all.

While poking around the Tips app on a version from long ago, it appears to just be a web interface to the Tips hosted on Apple.com. I don’t know if that has changed. My guess is there aren’t any Tips for Ventura.

To see all Application and if Universal or Not
System Information in Finder >>Go >> Utilities
Scroll down on Sidebar to Applications
On Right Panel scroll down , way down and a little further down

The fact that Tips is a Universal application does NOT explain why it does not open like a "regular" app.
