Longer “no”. That’d be the same as monitoring activity on most any other Wi-Fi, and you’d need to crack both the Wi-Fi security and crack the connection security to get at any user data. Which is intentionally not easy. And iPhone doesn’t provide access to the mechanisms that can allow collecting some of the user’s connection metadata. You can (indirectly) see how fast the data usage increases, of course.
