Resetting iPhone
i have some numbers blocked on my iPhone. If reset my iPhone, would that unblock the numbers I had previously blocked on my iPhone?

Yes, it would on that iPhone. If you then sign back into the phone or get a new phone and sign in with the Same Apple ID and restore your backup to the phone, the blocked numbers will be remembered.
