M1 mac mini. Moving apps from my 2014 mini to my Samsung external ssd, so those apps can run from the drive. What settings on Disk Utility for the ssd drive to run apps on M1?

What you really need to do, is startup and run macOS from an External SSD.

If you have backups or files stored on your existing Samsung External SSD, then you should get a second external SSD to use as a Startup Disk.
