0.1€ on my Apple Store account

Hi, I am trying to change country in my App Store. But I have 0.1€ that I need to spend. Currently I don’t have access to put more money because I am already in Russia and things are complicated. Is it possible to remove it? I want to change the settings and pay with my Russian phone number from now on but can’t do it because of this small issue
