Okay, so my iphone 13 volume buttons stopped working about 3 months ago. Yesterday, the power button randomly stopped working. I have no clue why, and every shop i have been to was unable to fix it. I was wondering if apple could fix it, and how much it would cost (without applecare, or warranty).

Schedule an appointment at your Apple Store Genius Bar and let Apple tell you the service options available to you and the associated cost. This is a user to user only forum, so we can't tell you whether the phone can be repaired or not.
If you have taken the phone to other 3rd party shops not authorized by Apple, it is possible that Apple may refuse to even look at the phone if they detect tampering by an unauthorized shop or technician.
