Unable to access internet through browsers on MacBook after upgrading to macOS Ventura

Logged in with admin profile on MacBook Pro 13" (Intel 2017, Core i7, Ventura 13.6.4). Upgraded to Ventura. After upgrade, restarted, it did not auto connected to our known wi-fi network. Then it showed both our known wifi and my iPhone Hotspot. When I manually chose the network, it shows connected to wifi, router shows it's connected, iMessage works, I can ping websites with Terminal, but all browsers error ERR_INTERNET_DISCONNECTED.

BUT, if I log in using the other profile, it auto connects to our home wifi as expected and full functionality. If I create a new profile, I have to select a wifi to connect to as expected but after I do, no issues and restarting auto connects as expected.

This profile, no way. SafeMode, reset NVRAM, no go. I am totally stumped. It's just this profile.

I have researched the Community and see posts where all internet is affected (the machine) but none only affecting a profile. Ideas? Many thanks, Gerald D

Thank You @Barney-15E. I don't think that is it. If it was a DNS issue, then iMessage wouldn't work. Also, in Terminal, I can ping websites. Also, if I was in a Teams meeting when I lose browser internet, I stay connected to the meeting. But if someone was sharing their screen, I lose that part. Messages also works.

In Chrome, I am getting ERR CONNECTION REFUSED. I get a similar message with using FireFox and Brave. But many times, I can still connect using Safari. If I disconnect from wifi, I get the Connection Lost or other expected clear error message that I have no internet. This is Connection Refused.

At first, it was my corporate profile that had the issue. I created a local profile and the issue went away for weeks. But now it's back on the local profile too. It is like some limit has been reached (but all screentime functionality is off and has never been set up). And the only way to reset that limit is to restart.

  • Tried several terminal commands to stop wifi, removed ipv6, put it back when it didn't solve the problem.
  • Forget network, readd it. Nope.
  • Connect to iPhone hotspot. Nope.
  • Log out and log back in. Nope.
  • Several ifconfig commands from terminal. Nope.
  • Restart or Shut down and Start are the only solutions thus far for browser internet access to return.

I am stumped! gerald
