If my AirPods got damaged or lost, can Apple give me a new pair?

Are they damaged or lost? Those are 2 different things. If you have AppleCare+ coverage then you may be able to get them repaired with an Accidental Damage charge, but they will not be replaced. There is no coverage if the AirPods are lost.
In either case you will not get a new pair.
