I can not access or log into my paypal account on my macbook pro. I can log in on my ipad and iphone. Why - all I get when I click on paypal login I get the blue circle just spinning.

Clear the saved data in Safari.
If that fails, and if you have any add-on VPN apps, add-on anti-malware apps, add-on ad-blocking apps, or add-on cleaning apps, remove all of those per the vendors’ instructions, restart the Mac, and try again.

Why do I reference removal of add-on anti-malware? Add-on anti-malware can and has caused various issues, and can also involve selling personally-identified web browsing and web-purchasing activities, among other issues. Though also somewhat ironically, the built-in anti-malware has also blocked add-on anti-malware from corrupting macOS itself.
If you’re unwilling to revert to the built-in anti-malware for testing, there seems nothing further to discuss though.
Thank for the reply, however I will not remove my malware apps, I do not have ad blocking or add-on cleaning aps. I had to go through safari and then click on google to use, or I could use just safari. Paypal tech support is not helpful.
