What are the steps to speed up iPhone photo library indexing?

Since I updated my ios to 17 back in November of 2023, my iphone photo library has been stuck indexing. I cannot even manually tag new photos because the phone has still not recognized that there is a face to tag. I have tried power cycling, disconnected and reconnected wifi, updated ios to 17.3.1 . How can I get my phone to complete the indexing? It is supposed to take a few hours and it is taken several months and still counting.
