Several times I have tried to reply to an email I received having written my reply and tried to it I get the massage this address is blocked.

Often in an email from a seller or business is a link for you to tap to get to their website directly and many of these sellers do not accept responses to the email they sent you. This is almost always by design as they likely don't have the personnel to read email responses. They want you to go to their website to learn more or better yet - BUY from them :-)
If you can respond to most email messages from normal senders, this would indicate there is nothing wrong your mail accounts, nor your iPhone.

Remove your email account and set it up again
Make sure that all of your emails are there or make sure that your email is saved somewhere other than your device. On your device, go to Settings > Mail, then tap Accounts. Tap the email account that you want to remove. Tap Delete Account.

Which email account are you referring to? Google, iCloud, AOL, Exchange, Outlook, Yahoo or any Other (Refer to the pic )below

Kind of extreme for one email address the Author cannot respond to, don't you think? They didn't suggest they can't respond to email messages. They are just blocked from responding to one particular email address, which si clearly from the sender side.
There's no way we can help you with that. If the sender doesn't accept responses that's on their end and not something we can fix.
These are all business or sales contacts I feel the problem is in the phone.
These are businesses sending advertising most I ignore but some interested in finding out more. I hardly think they would block an email which is a reply to the email they sent me
