Go to Settings/Screen Time/Content & Privacy Restrictions and make sure Account Changes is set to Allow. If it is, change it to Don’t Allow, then change it back to Allow.

Are you signed in with your Apple ID to your phone? Open Settings. Does it show your name and Apple ID at the top of the page?

Yes it shows my name when I try to sign in its greyed out
