I am a new user to mac, and I am facing a challenge to find a proper keyboard for writing in Kurdish-Sorani, after searching I see the existing one within the system is good but I cannot find extended H (هـ), appreciate your support and guidance.

Sorry, I misread the question. To make هـ you need the kashida/tatweel character, which does seem to be missing from that keyboard, although present on the Arabic keyboard. I should have a fix for you tomorrow.
The special form of the final H should be produced automatically if you have the right font. I will try to post an example later.
I think this keyboard has kashida/tatweel on the key under ESC:

Indeed I have tried other similar keyboards as well, my other problem with the suggested one is that it is not totally right-to-left writing keyboard, when I write the full-stop goes to the start of the line instead of the end of it (probably other punctuation marks as well). Please find below image, the first example is (full stop in red) in the start of the line, and the second example is the correct one. Your guidance on how to solve this issue is highly appreciated.
Drag the .bundle file into Home/library/keyboard layouts. To get to home/library, hold down the option key while doing finder > go.
Then logout/login and go to your input sources settings and add the new layout.
If you have a European (ISO) keyboard, instead of an American (ANSI) one, the kashida on KuKeyboard1.3 is on the key to the right of left shift instead of under ESC. Also on both it is on Shift م .

Here is a modified version of Apple's keyboard with Kashida on Shift م and Shift ک . See if it works.

I think that is a bug in the app being used, not the keyboard. What app is shown in your picture?
I don't see this problem in Pages, Text Edit, Mail, Messages. In Word, you have to make sure the text is set to Arabic and not a Latin language for it to work right.
Do you have an app where Apple's keyboard does it right but the downloaded keyboard does it wrong?
Actually this keyboards has the same issue in pages (at least with me). see attached photo.
As per my experience, Apple's keyboard does it right in all apps, but downloaded keyboard in all apps doest it wrong.
Please excuse my ignorance, but I'm not sure how to run the shared file.
