How to set Parental Control App limits for my Child's iPad

My daughter has an iPad. I have tried to create app limits because we have everything connected with family sharing. I have the ability to add screen time with parental controls. But why can my daughter also go into the setting section and change her own screen time? She can literally turn off all the app limits that I have put in.
