you can go to appleid.apple.com and log in with your apple ID and password. Then you would tap on the down arrow in the right corner, select Payment & Shipping, tap Edit and make your changes. Or you can go to your settings in your iPhone, tap on your name, then go to Payment & Shipping to edit the information also.

Log in to https://appleid.apple.com with your Apple ID credentials.

Scroll Down to the Payment and Shipping Section

Tap on Edit

You will be given both Billing and Shipping Addresses to edit.
