It doesn’t matter how long it’s been or where it came from.
The face is you can NOT remove the activation lock. You bought a stolen phone. It is completely useless to you or anyone other than the rightful owner.
The only “solution” is to toss it in the nearest electronics recycling bin and go buy a phone you can use.

If you are telling us that your brother bought a stolen iPhone six months ago, without knowing that it was stolen, then I feel sorry that he got scammed. But that phone will stay a "brick." Activation Lock is an anti-theft device meant to make stolen iPhones useless to thieves and to whomever they might sell stolen phones to. From what you're saying, it is doing exactly what it is designed to do. We cannot remove Activation Lock, and Apple won't, since that would defeat its whole purpose.

He has been ripped off. Learn your lesson and move on. There is nothing you will be able to do to unlock the phone. Why do you think that there would be a workaround to activation lock when the purpose is to prevent the device from ever being used if it was stolen? The original owner is able to track the phone, so they know exactly where it is at. You may want to dispose of it at your local recycler or police station.
Activation Lock cannot be removed by the phone itself. That also goes for any online program you see which says "Remove Activation Lock Free" It's impossible to do. Try to reach out to the owner to get them to remove it from their iCloud.
