I have checked repeatedly that True Tone is turned off because I don't want iOS changing my brightness. But it continues to change the brightness even to the very lowest it can go. How do I get this to stop?!

Try Settings > Accessibility > Display & Text Size > (scroll down) Auto-Brightness = “off”.
