Unable to toggle on contacts in icloud (only on one device)

New iphone purchased. Have synced everything with the old one but noticed i had no contacts showing. When i go to toggle on contacts in icloud settings, the wheel spins for a few seconds, then greys out again. Have checked numerous times that i'm logged in to the correct icloud ID, have logged out and in several times, have switched off and on the phone several times. The old phone, my ipad and desktop PC all show my contacts in icloud....but the new one doesn't because the toggle simply will not go green. Any help greatly appreciated.

Further to my original statement above....have now discovered that if i airdrop contacts, the receiving phone shows the vcard, I click 'save', yet the contact does not appear in contacts. I tried to go into call lists and save a contact from the number i recognised. When i go to save, i get the message "Oops An error occurred while saving this contact. Please try again later. Unblievable that this could happen with a brand new phone!
