How to enable Scribble option in settings on iPad Mini 6th Generation

I have iPad mini (6. generation ) and I don't see the scribble option in settings. I have all the updates. I need help, thank you

Is Scribble available on iPad Air with iOS 18.1? I got my tablet only just a few days and directly updated to IOS 18.1. In the settings menu there is no option to enable scribble in the Apple Pencil tab. I wondered if this option to turn handwriting into text with scribble is still available on IOS 18.1 or maybe because the language setting of the device is in Dutch. I already performed a hard reset of the tablet but that didn't help either. [Re-Titled by Moderator]
